Soviet delegate Jacob Malik grips his knuckles during meeting of UN General Assembly's Political Committee here 5/17, at which a worldwide arms embargo against Red China was considered. Malik attempted to block discussion on the measure, arguing that only the Security Council was empowered to consider it.
