Victor Harry Feguer walks to arraignment in Birmingham today on charges growing out of the kidnapping of Dr. Edward Roy Bartels at Dubuque, Iowa, last week. Bartels' body was found in Illinois today. FBI arrested Feguer in Birmingham Wednesday.
