Recommendation in Rail Dispute--President Johnson makes a few introductory remarks tonight before a White House board listed its recommendations in the rail dispute. The board, meeting with reporters in the White House Fish Room, said it was recommending a two-year increase of 11 per cent for 137,000 shopcraft workers, plus 20 cents an hour in special skill pay hikes.
