A Georgia state Senator, Carl Sanders, 37, laughed heartily as friends congratulated him in Atlanta in his election as governor Wednesday. Sanders defeated former Governor Marvin Griffin for the Democratic nomination, which is equivalent to election because the Republicans have no candidate.
