UPI IRS Commissioner Donald C. Alexander told the Senate Select Intelligence Committee Thursday that the International Revenue Service has used confidential tax returns as "instruments of harassment" against American citizens. Alexander said he has been working said he has been working for more than two years to abolish those abuses.
